Houston City Council has voted to rename Cesar Chavez Boulevard in the East End as MSG Joe E. Ramirez Boulevard, honoring the Korean War veteran who survived nearly three years as a prisoner of war and went on to serve more than two decades in the military. District I Council member Joaquin Martinez says this move ensures his legacy lives on in the community he called home.
