Getting kids into classrooms feels like an uphill financial battle for some Texas families. The cost of pre-kindergarten in Dallas typically runs about $2,500 annually for half-day classes and $5,000 annually for full-day. During the 2025-2026 school year, only 267 Dallas ISD families met the eligibility requirements for the program or could afford to pay that tuition.
Then, in March, Dallas ISD announced universal pre-K would be offered to every family in the district regardless of their income level. The program is available for 3- and 4-year-old children and will hopefully lead to increased enrollment and fewer barriers to education.
Previously, free pre-K was only available for low-income families, kids whose parents are Dallas ISD teachers, military families, and non-English speaking students. Because of this, many seats across countless elementary schools have sat empty for years. With the 2026-2027 school year now underway, Dr. Debbie Ramos, Assistant Superintendent of Dallas ISD, is hoping that will change.
“Every year we may have a couple of seats open, and so we were already funding that teacher. Now we can fill those seats with students,” Dr. Ramos told KERA News. Dr. Stephanie Elizalde, the Superintendent, said the district is ready to welcome as many children as it can during this new academic year. “We are prepared to receive as many students as come through our doors,” she said on Tuesday.
Preschool helps children with their educational and personal development
When Dallas ISD decided to offer universal pre-K, they were motivated by a desire to improve the educational future of every student in the district. Dr. Debbie Ramos explained that children who attend pre-K tend to perform better on academic assessments than those who don’t by roughly 30 percentage points.
She said, “We know if they’re getting those foundational skills very early on, we’re setting them up for better success as they enter into kindergarten.” The program helps children better develop their social-emotional skills and language, in addition to strengthening their academic performance.
Every Dallas ISD elementary school operates the same pre-K curriculum to establish consistency throughout the district. Certified teachers and teaching assistants lead the lessons, which focus on things like imaginary play, learning numbers, and literacy.
A new Pre-Primer Program also launched this year
In addition to adopting universal pre-K, Dallas ISD designed a new initiative, the Pre-Primer Program, which is being offered for the first time this fall. It’s meant for students who need additional time between kindergarten and first grade to develop their foundational skills.
This also applies to kids who attended kindergarten outside the Dallas ISD who may have completed different coursework and need to match where the district is currently at. Dr. Debbie Ramos said that adopting the Pre-Primer Program helps bridge the gap between important academic milestones.
“We’ve seen this at the private schools surrounding Dallas ISD, and we wanted families in our public school setting to have that option,” she said. Dr. Ramos added, “We wanted families in our public school setting to have that option, if they wanted additional time for them to learn those foundational skills, or if they want them to have that academic advantage.”
The district started accepting pre-K enrollees for the 2026-2027 school year on April 1.
